I hadn't seen it before, but I've had similar thoughts about using +/-1-3 for across-the-board monster modifiers. As a shorthand you can refer to them as "Monster +/-1-3", much like magic items. For example, Ogre+1, Ogre +3, Ogre -1 etc. Also, if you made a 3d6 roll for each monster in a group it would sort them out as a bell curve with most in the middle and a few stronger leaders.
